Until the installer is code-signed, Microsoft Defender SmartScreen will flag it as coming from an unrecognized publisher. To proceed past the warning dialog, click More info and then Run anyway, and Windows will allow the installer to run as normal. The installer and the resulting application are otherwise standard Tauri and WebView2 binaries.
